Open access is a mechanism by which research outputs are distributed online, free of cost or other barriers, and, in its most precise meaning, with the addition of an open license that removes most restrictions on use and reuse. The main focus of the open access movement is "peer reviewed research literature."
Open Educational Resources (OER) are teaching and learning materials of quality that are freely accessible to anyone on the internet for use, reuse, or remix. They can include: full textbooks, online courses, lesson plans, software, text, audio, and video. There are no restrictions on download or editing made to OER resources.
