House of Commons Parliamentary Papers contains an index for 1801-2000 and the 2004/05-2007/08 sessions; with full text for the entire 18th-20th centuries and the 2004/05 and 2006/07 sessions; to include remaining index and full text content in 2007.

US Patents  There is a separate library guide for searching patents: 

U.S. Congressional Serial Set allow the user to search or browse the reports, documents, and journals of the U.S. Senate and House of Representatives. You can browse by subject, committee, author, publication type, or Congress.  The database currently covers the years 1817 to 1976.  Eventually, coverage will extend up to 1980.
